The wiki lists the obtain method as Seasonal Shop: 1,500 Flowers, a price in an event currency and not in Cash, and dates them to 2026-07-04 and the Summer 2026 update. They are Female-wearable Heels in the Footwear category, in the Currency collection, and the data does not list toggles.

The other pieces are the Carnival Top, the Carnival Shorts and the Carnival Headpiece. Because the heels cost the least, they are the easiest first purchase if you are saving Flowers for the whole set.

Rounds where they could work include Carnival, Music Festival and Dance!. Dancer is another close match, since heels fit a performance outfit. As the shop belongs to a seasonal event, check whether Flowers can still be earned and spent.
