It is one of three pieces in the Nocturnal Gala Set. The Nocturnal Gala Dress costs 56 Sparkle and the Nocturnal Gala Corsage costs 12, which puts the necklace in the middle of the set both in price and in role: it is the piece that connects the dress to the rest of the accessories. The wiki lists the set as permanent.

The necklace is marked female-wearable and has no toggles, so what you see in the Closet is the one design. If you only buy part of the set, this is a reasonable second purchase after the dress.
