Stormal : Hurricane

Run, says the in-game text: whether you are exploring the vast seas or crossing colossus fields, running should be your first thought. Stormal : Hurricane is that warning given a number. The Exalted mutation from Era 8 is 1 in 13,500,000 normally, 1 in 4,500,000 during Windy, and the wiki adds that Glitched or using a Rune of Wind give the same improved chance. At 1x luck that is 4.5 million rolls in wind, or 450,000 at 10x. It is listed as obtainable and AhmadPROGH999 made it.

The picture is a large grey storm with powerful gusts circling the player, who stands shrouded in fog and uses the right hand to shield from the wind. In the collection menu it appears after clicking Stormal. The cutscene fades to black with a short jingle and wind, a black fog rises at the bottom, and a grey eight-pointed star expands, glowing light grey at its edges. The wiki keeps several earlier breakthrough and native cutscenes. One Wind Fairy Lantern is listed as a crafting ingredient. No active ability.
