The page lists no price, no code and no set, so the VIP status is the only requirement. If you have VIP, look for it in the VIP Dressing Room along with your other perk items. The wiki does not say whether it has toggles, so check the piece in game.

Think of it as a base layer for outfits where the top half needs texture rather than a costume. It could work for Casual, Street Wear or Mall Hangout rounds, and for Y2k if you add low-rise bottoms and chunky shoes. As a core item, it should stay available while your VIP status remains active, unlike event pieces that rotate out.
