Only Phantom at x12 and the Cyber and Disco mutations at x11 sit clearly above it, which means Rainbow comfortably occupies the upper tier of the rarity ladder and makes whichever brainrot carries it a serious earner on your base.

Mutations are applied through the Mutation Spinner, which you can roll on any brainrot you own, or they can emerge from a Gold Lucky Block drop. Rainbow's roll rate sits at roughly 1%, so most players will spin many times before it appears — the scarcity is real, not just cosmetic. On top of the multiplier, the mutation recolors the brainrot in its signature rainbow palette, giving it an immediately recognizable look on the field.
