What that means in practice is that you will not reliably get a Pig on demand. One in six is low enough that targeting this specific animal can take a frustrating run of eggs, even though the Pig itself is only Rare and carries no premium scarcity. So the Rare Egg makes sense as a cheap, early-game source of variety, but a poor tool if your heart is set on the Pig alone — you may burn through better pulls first.
