No spin, purchase or achievement will ever give you PapayaVision. The wiki calls it a staff-only Exclusive zone granted by admins or testers, and says it cannot be earned in any normal way, not even as a league reward. Its in-game description reads "Papaya Rules".

Standing in the 3-point area, you can shoot without facing the hoop at all, which the wiki describes as essentially guaranteeing an accurate shot. It also triggers automatic ankle breaks on defenders up to three times, leaving them on the floor and unable to contest your shot. Taken together, the zone gives extreme offensive advantages and makes defenders almost irrelevant for a possession or two.

There is no personalized style listed for this zone. For pairing, the wiki simply says it suits offensive, 3-point-heavy styles, because the ankle breaks create space and the no-look shot removes any need to line up, so a shooter can set up a three without fear of being blocked or guarded.
