Starshell Rod is the final reward from Captain Conch's last quest at Fischfest 2, and it is flagged Limited. Its description says it was only obtainable during Fischfest 2, though the data currently lists it as obtainable, so check that the event is live before you plan around it. It has no passive flag.

The text lists three effects: a 20% chance for the Starshell mutation, a 10% chance for any natural Fischfest 2 mutation, and shells and starfish that drop mid-catch for bonus progress. It adds that every catch may pour you a Tiki Hut drink.

On stats, Luck 180 ranks 55th of 184 obtainable rods, Lure Speed 85 is 57th, Control 0.1 is 76th of 185, and Resilience 25 is 62nd. Every one of those is in the top third or just outside it, so this is a solid all-round rod rather than a specialist. No weight limit is listed.

Fischfest 2 also lists the Floatie Rod, which is worth comparing if you can reach the event.

Verdict: worth getting if the event is open and you like collecting mutations. As a rod for long-term progression, it is capable, not exceptional.
