Chasing a Bestiary entry or a rare mutation? Luck matters most. Hunting Megalodons, sharks or other giants? Look at Max Kg first, because a rod that cannot hold the weight loses the fish no matter its Luck. If you keep losing the reel minigame, Control and Resilience make it easier. An enchant can shift any of these, so compare the base stats first and then check the enchant list.
