The stats explain why it is a curiosity: Luck is -1, 183rd of 184 obtainable rods, Lure Speed is 1, 173rd of 184, Resilience is -1, 172nd of 184, and the maximum weight is 1 kg, 115th of 117. Progress Speed is -51, which is a heavy penalty. It carries a passive, but nothing in these numbers suggests you would want it for fishing.
The one number that looks good is Control: 0.7, ranking 1st of 185 rods. No other obtainable rod controls the bar better.
So the verdict is narrow. Do not use Dave Rod to catch things you care about, because the Luck and weight limits will hold you back. Take it for the quest, the collection or the novelty, and swap back to a normal rod afterwards. It is a trophy with a single remarkable stat, not a tool for progress.
