Upside-Down Rod is a joke that costs C$15,000 at the Black Market. Every stat is zero: 0 Luck, 0 Lure Speed, 0 Control and 0 Resilience. Its maximum weight is 10.4 kg, and the only flavor text is "what happened". There is no passive and no level requirement.
The rankings are as bad as you would expect. Luck is 176th of 184 obtainable rods, Lure Speed is 174th, Control is 141st of 185, Resilience is 161st and the weight limit is 111th of 117. There is no number where it leads.
The price makes it worse. Rods with equal or more Luck that cost less include Flimsy Rod (0 Luck, C$0), Anchor n' Chain (50 Luck, C$5,000) and Brick Rod (75 Luck, C$13,337). So you can pay nothing for the same Luck, or pay less than a Upside-Down Rod and get a lot more.
That leaves one honest use: novelty. If you enjoy owning odd items, it is a cheap curiosity next to its Black Market neighbors Bone Blade, Electric Guitar, Nates Blade, Sword of Darkness and Sword of light. For fishing progress, skip it entirely.
