That Harvest Tool prerequisite is the real gate, because it means you must already own and consume a finished harvest gear before this hammer is even possible.

The value question turns on the Rare Coal requirement. Coal was an event-specific material from the Smithing Event, so this hammer's true price was never just the six million Sheckles, it was your ability to stockpile a limited resource during a closed event window. If you banked that coal at the time, the hammer is a strong harvesting upgrade for an active farm. If you did not, no amount of Sheckles brings it back outside trading.
