Ribbon Spool is the even-floor half of a matched pair: +10% to walk and run speed on even-numbered floors. A 3-star Toon at 15 walk and 25 run moves at 16.5 and 27.5 on floors 2, 4, 6 and so on. The wiki records an earlier version that worked only on odd floors, changed in version 0.2.0, and today it is Clown Horn that owns the odd floors, so carrying both leaves no floor without the 10%.
Two details come from the rest of the data. Dyle's Floor only appears on odd floors, so Ribbon Spool never helps on that challenge. And Dandy's Shop in the elevator opens only when the next floor is even, which means the floors where you arrive with Ribbon Spool active are the ones where you can spend Tapes first.
