If a Toon runs within the dark red ribbon circle around them, their hostile state will activate. Upon spotting a Toon, they will cause vines to shoot up from the ground underneath the Toon, stabbing at their feet and causing one Heart's worth of damage. If 15 seconds pass without a Toon entering their circle during their hostile state, they will return to their idle position.

Twisted Razzle & Dazzle guide
Razzle & Dazzle are a two-body trap that never moves. The wiki lists no walk speed, chase speed, direct vision or hearing for them, and tags them Ranged and Stationary. A dark red ribbon circle marks their zone: run inside and they turn hostile, then vines erupt under your feet and stab for one heart. If 15 seconds pass with no Toon in the circle during that hostile state, they return to idle.
Their circular detection of 40 is tied with Bobette for the widest of the 40 values, while their attention span of 0.5 seconds is the shortest of all, so they react fast and forget fast. That is a pattern a careful Toon can work with. Look for the ribbon on the ground, keep outside it, and if you must cross, do it at the edge and leave quickly. Their own Toon, Razzle & Dazzle, has 5 stars of Movement Speed but 1 of Extraction Speed, and its passive swaps between speed on odd floors and extraction on even ones.
Razzle & Dazzle is an Uncommon Twisted. At 100% Research you receive the Ribbon Spool trinket, which gives 10% extra walk and run speed on even numbered floors.
