Razzle & Dazzle

Razzle-Dazzle is the Toon whose strength changes with the floor number. Her sheet shows Movement Speed 5 and Extraction Speed 1, and Comedy/Tragedy swaps between Movement Speed on odd numbered floors and Extraction Speed on even numbered ones, so she is a sprinter on one floor and a machine worker on the next. She is one of four playable Toons with a 5 in Movement Speed, and one of three with a 1 in Extraction Speed. Skill Check, Stamina and Stealth are all 3, which keeps her flexible. She has no active ability and no Tape cost, which keeps her easy to play, but you do need to track the floor parity to decide whether to extract or to scout. She costs 2,000 Ichor with no Research or Mastery requirement, one of the easier mid-priced unlocks. Her Twisted is Uncommon and its trinket, Ribbon Spool, adds 10% walk and run speed on even floors, which fills the speed gap on exactly the floors where her kit is focused on machines.
