If you want a strong rod without spending C$, Axe of Rhoads is one of the best targets in the catalog. It is the reward for completing Fayelie's quest at the Underground Music Venue, so the price is your time. It is obtainable and carries a passive.
The stats justify the effort. Luck is 145, ranking 79th of 184 obtainable rods. Control is 0.25, 15th of 185, and Resilience is 65, also 15th of 184. Lure Speed is 70 (97th) and the maximum weight is 20,000 kg, 54th of 117. So it combines upper-half Luck with elite Control and Resilience, which means fewer lost fish during long fights.
The Underground Music Venue also lists Cinderstring, Wingkeeper, Acidgrinder, Castbound and Eardrum. Of those, Cinderstring is not obtainable today, so Axe of Rhoads is a reachable option from the same area.
