The Test Rod looks like a developer leftover rather than a real item. It is tagged Unobtainable and as a Quest Reward, and sits under Underground Music Venue with a cost of C$0. Its in-game description is literally the placeholder text "Test Rod Description".

You cannot get it today, so the useful question is what the numbers say. Lure Speed 150, Luck 150, Control 0.15, Resilience 15 and a 150,000 kg limit make a tidy set, with a passive flag on top. Since only obtainable rods are ranked, there are no rank positions to quote.

The repeated 150s are what stand out: none of them can be earned.

Other rods listed under the same venue are Cinderstring, Axe of Rhoads, Wingkeeper, Acidgrinder and Castbound, and those are the ones to look at if you want something from that location.

Verdict: treat it as a curiosity. There is nothing to farm, save for or buy, and no reason to plan around it.
