The Owl will only spawn if the Snow is present - if it is Jungle, The Owl is replaced by The Cat, and if it is the Volcano, The Owl is replaced by The Ram.

The Owl — In-Depth Analysis
The Owl is one of the four secondary monsters in 99 Nights in the Forest, and like the rest of that tier it is unkillable — its HP shows "N/A," so no weapon will ever land. Treat it the same way you treat the Deer: this is an evasion fight, not a damage race.
What makes the Owl distinct is where and when it appears. It is the Snow Biome variant of the rotating secondary threat — the game rolls a 1-in-3 between Jungle, Snow and Volcano, and the Owl only takes the field when Snow is the active biome. If the map gives you Jungle you face the Cat instead, and Volcano hands you the Ram. So seeing the Owl is a direct signal that you're in a frozen run.
It hits for 25 damage per strike, matching the other secondary monsters, but its real danger is speed: at walkspeed 45 it is the fastest of the bunch and will run almost any unbuffed player down. Stay near the campfire after dark, use light to break its pursuit, and don't get caught crossing open snow at night. It drops nothing, so there is no reason to stand and trade — just survive until morning.
