The Halloween Candle is an item that arrived with the Halloween Update of 99 Nights in the Forest, and it is described as the first limited event item the game ever received. Its job was to feed the Trick or Treating activity during the Halloween event, where candles are what you collect and hand in.
Candles can come from several places: any type of Chest, a defeated Cultist, a finished Cultist Raid, or a cleared Cultist Stronghold. Choosing the Trick or Treater class raises the chance of finding them. The Cultist Stronghold is the best source, since the more times you beat it the more Cultists show up, and a run can drop around 3 to 10 or more candles. A Cultist Raid gives roughly 1 to 5 or more, depending on how many days you have survived.
For farming, the community advice is to fight in the Volcanic Biome, which has plenty of Cultists, and to bring strong area damage. The Cyborg class and its Laser Cannon are recommended, paired with a melee weapon such as the Infernal Sword, Obsidiron Hammer or Morningstar. A cheaper route is the Alien class or a Raygun, shooting Cultists from around a corner so they cannot detect you. Damage-reducing gear such as Cyborg Armor, Thorn Body or Obsidiron Body helps in the Stronghold.
After the event ended, a bug kept candles dropping from Cultist Raids, and they currently have no use. Some players treat them as a counter for how many Raids they have completed.
