Twisted Flutter guide
Flutter never settles into a patrol. She roams the map almost constantly, and the wiki says she does it near her chase speed, in the same way as Twisted Flyte. That is why her walk speed of 18 is tied for 1st of 37 with enraged Gourdy, only half a point below her chase of 18.5 (tied for 13th). A Toon does not get a calm window when she is in the area, because the difference between wandering and hunting is almost nothing.
What limits her is perception. Vision is 30 in a circle and 65 direct, hearing is 135 and attention span is 2 seconds, all unremarkable, so the defence is to stay out of sight lines while she sweeps. Since walking Toons top out at 20 for a 5 star Movement Speed, a casual walk cannot escape her, but a run can: even the 20 run speed of a 1 star Toon edges past 18.5. Flutter's own Toon has 4 stars each of Movement Speed and Stamina and a dash ability, and it is immune to Ichor puddles.
