Toodles has the most deceptive profile of the Uncommons. He walks at 12, tied for 5th of 37 with Brightney, and chases at 20, tied for 6th with Shelly, a full 2 points above the median. That is quick enough that a Toon with the minimum run speed of 20 cannot get away from him, so with him the answer has to be breaking sight and not racing. The wiki lists no special mechanic, so the speed is the whole threat.
The good news is that his senses are among the weakest. Circular vision is 25 (tied for 36th of 40), direct vision is 50 (tied for 36th of 37) and attention span is 1 second, while hearing is the usual 125. A Toon that stays behind cover or around a corner for a moment can lose him quickly, and stealth is more valuable than stamina against him. Toodles' own Toon has 4 stars of Stealth and 3 of everything else except Extraction Speed, and its Beginner's Luck gives a 15% boost to a random stat for 10 seconds.
Toodles is an Uncommon Twisted. At 100% Research you receive the Dog Plush trinket, which raises walk speed by 10%, a small but permanent help when you are sneaking.
