Mecha Dreadscale hatches from the Mecha Egg, part of the Mecha Egg group. According to the wiki, limited eggs like this do not spawn in the regular biome nests: they come from the Store or from special events such as Admin Abuse.

Mecha Dreadscale guide
No Monster-rarity pet earns more than Mecha Dreadscale. At $4B/s it is 1st of 12 in its rarity, 8th of 198 in the whole game, and level with Octophant and Skeletal Gigantus.
The Mecha bonus shrinks as you go up
Update 2 introduced the Monster Egg and said every monster in it has a rare Mecha variant. Comparing each Mecha form with its base pet shows something the raw numbers hide:
- Scorpio $10K/s → Mecha Scorpio $45M/s (×4,500)
- Froggo $50K/s → Mecha Froggo $155M/s (×3,100)
- Crawler $1.5M/s → Mecha Crawler $320M/s (about ×213)
- Crocodon $30M/s → Mecha Crocodon $680M/s (about ×23)
- Krakenoid $500M/s → Mecha Krakenoid $1B/s (×2)
- Dreadscale $2B/s → Mecha Dreadscale $4B/s (×2)
So the Mecha roll matters most on the cheap monsters, while on Dreadscale it is a clean doubling.
Availability
The wiki groups the six variants under a Mecha Egg. The Monster Egg they came from was a limited Robux item, and Update 4 replaced it with the Luminous Egg. The wiki gives neither the odds of a Mecha roll nor a current way to get this pet.
Estimated ceilings
The base weight is listed as 35 kg. With the wiki's documented formula, a Golden copy would reach about $10B/s and a Rainbow about $14B/s. Weight pushes further: around $16.5B/s at 10×, $68.5B/s at 100× and $94.8B/s at 200×, where diminishing returns apply past 125×. A Rainbow at 100× weight works out near $240B/s.
